Michael:

Use pre-mixed concrete for your tool.  It's cheaper - $3.00 for 60 lb.
bag.  Since the gravel and cement tend to separate during shipping, you
have to mix the entire bag first, then add water to what you need.  Cure
the tool by soaking it for a week in water.  Dry in the sun. Epoxy the
tile on.  Spray with several coats of sealer to keep the grit out of the
pores.
