ATM "Rocktite " for tile tool

The other day I had to set some bolts into the
concrete floor in the house I am building.  I drilled
the concrete with a masonry bit, slipped in the bolt
and then poured in a mixture of "Rocktite" and water.

"Rocktite" is a patching cement used to repair concrete
and set in bolts as I did.  It is very strong, sets up fast
and seems to shrink very little.  Does anyone think that
this might make a good base for a tile tool.  It seems to
be more available than the dental plaster.  Comments?
