ATM TM #13 look up request for mounting

The TM reprints discussion happens to coincide with a request I have... 

I have heard good things of an equatorial mounting in "TM issue #13"  
Unfortunately, I can't specify a date for the magazine issue.  This mount may 
be of the split ring variation, portable and possibly credited to E.Allen from 
Oklahoma.  I'd sure to like to see it as I am now developing plans for my own 
mount.  Could someone volunteer copy of the article?  I would appreciate any 
help as I've hit a dead end at the local libraries.
