Hi:
We had a 18" sonotube that was painted without removing the wax and 
the paint looked good for a while but started to flake, other tubes I
have dewaxed using naptha or unleaded gasoline and a sponge (real not
synthetic, some synthetic sponges will dissolve in the above solvents)
You just wet sections and swab till the was is gone, you just have to do
it in the open and use extreme precautions as the solvents are highly
flamable. The solvents appear to remove some subsurface wax also. just
let it sit for a few days for the solvents to evaporate.
Just make sure your neighbor's not barbecuing on the other side of the
fence and avoid breathing the vapors.
