Well, I THINK I figured out what was going on. Although I don't know
why. I don't remember who suggested wire brushing my lap, but that did
the trick. I used a stiff plastic bristle brush instead of wire though.
After just a few wets I was then able to rinse off the 'scum' with just
water, unlike before I couldn't even get it off with soap, vegetable
oil, vineger, window cleaner, etc...I even tried WD-40 haha. The lap
seemed to get real smooth before brushing it. Thank you to all those who
helped, this list is great!
  Anybody else get a light and a dark pitch from WB? I mixed them
together, I hope that was ok. Do they usually send a dark and a light
colored pitch in their kits?
