ATM Scum

I can't seem to get this light haze scum off. I am in the end stages
of polishing my mirror, and all of a sudden the haze or scum that my
cerium oxide leaves on my mirror after polishing and rinsing, all of a
sudden doesn't want to seem to come off. I was washing the mirror under
running water and a soft cotton towel with plenty of dish soap. All of a
sudden this method no longer seems to be working. It is effecting the
way the mirror looks on the Foucault stand.

  Any suggestions?
