ATM RTV and mirror cells

I know RTV is a 100% silicone adhesive.  Is RTV a brand name?  Does RTV
stand for something.  I've seen reference to it on this list and in some
newgroups i read but I've never seen RTV in my local hardware shops. 
I've even asked several places.  So what's special about RTV?

In case this question is a bit off topic I'll throw another out...

I've heard reference to someone putting a BB in the glop of adhesive
when glueing the mirror to the cell.  I know you can use a penny or a
nickel as a spacer but these are just temperary, right.  The idea of a
BB between the glass and cell sounds wrong.  Set me straight please.
