1) FTP is a really bad protocol for a large number of reasons.

2) http is sufficient for downloading files of almost any size.  If you are 
concerned about downloading lots of little files, it's possible to write a CGI 
program which will zip up a set you select and send them down to you.

3) uploading is almost as easy with http and CGI as long as you keep the file 
size under 50 or 60 MB.  this is the only technique that can safely allow 
anonymous uploads because it makes it easy to hide the files until they've been 
approved.
