As a somewhat practiced student in the art of effectively baffling the  
Newtonian telescope in a minimal fashion, I have to more agree with what Scott  
suggests than disagree, counterintuitive as it is.
 
And now, we can kick theory around till the cows come home, but what this  
calls for is a practical experiment!
 
Suddenly I find myself wishing I had a really thin set of shiny stainless  
steel spider vanes in a telescope to play with...

I tend to agree with Don.  The smoother and  shinier, the better. 
Scatter is what you want to avoid and in my opinion  will be more 
harmful.  Consider the moon 2 deg. off axis.  The  light reflected off 
the vane will hit the mirror or right next to it, but  will be 
reflected onto the side of the tube or back out the top away from  the 
secondary.  I think even flat black  will scatter more light  directly 
into the eyepiece.
