The problem, seems to me, is more in the translation or adaptation of 
'anneal' to 'sufficiently strain free'.  There is not a strict coupling 
between the two.  That is, a blank can be well annealed, yet have 
objectionable strain.  Also, you need to watch the qualification of 
'annealed'.  Most QA testing is done with a small patch at the surface of 
the glass.
