Putting stuff in the tubing won't really reduce the deflection - that is
taken care of in the outside diameter of the tubing. You may be able to
gain a little bit of damping if the right materials are used.
The only way to decrease the deflection really is to use a larger diameter
tube. The other thing is to shorten the moment arm which will also reduce
deflection.
