Maybe one could do something inside the hollow axle to stiffen it?
Fill it with some sort of goo/concrete/whatever?  Some sort of
tension/compression device?  A combination of those two?
(i.e. something analogous to prestressed concrete?)

Idle mind at work here;  if I keep it spinning fast enough, I'll
never be able to get it into gear.
