The thing that you have to remember is that the motion of the moving source
tester does indeed find the ROC of the zones exactly while the fixed source
tester finds an approximation of the ROC of the zones as the focal point of
the source and destination are different and different for each zone in
addition - sort of testing a whole group of ellipses of near spherical
shape.
