after exposure to the elements a "potential" surface
buildup of material contributed to/ or may contribute
to poor coating adhesion.

If an intermediate coating is present after exposure,
then using nitric will remove it.  As to how severe
nitric is - I've seen much more agressive cleaning
regimines, it is all relative.  Using nitric acid and
cotton swabs has been around for a long time.

I've never had the cotton explode in my hand - maybe I
am just lucky :)
