The glass pieces are best embedded in the dental stone or other water
resistant plaster.  The taper will help to retain the pieces and is a very
good idea.  Don't worry about getting any particular angle or quailty to the
glass and the job can go quite quickly.
Any of the exterior casting stones or plasters will do fine.  The thing
about dental stone is that dentists are everywhere and most of them would
probably sell you a bit of their supply for very little or even just give it
to you to see what you are doing with it.
The dental stone will erode with the grit quite nicely and won't cause any
scratches of its own and will also support the edges of the glass so that it
won't like to break off and cause problems.  I've never taken and beveled
the edges of the ceramic tiles that I use even after several mirrors have
been worked with the tool.
