Check this idea. McMaster-Carr has steel bushing part # 8491A181. 13/32" OD with 1/4" ID. Slip a 1/4-20 socket head cap screw (90128A251 for ex.) into that and secure with it JB Weld. Then secure bushing and bolt ass'y into carbon tube also with JB Weld (I've use it extensively with CF tubes - it's very strong and won't pull out). Make sure the head of the bolt (it will be 3/8" dia.) is to the inside. Voila... ready for assembly.
