Same sort of thing happens in much of Europe as well. Internet use there is limited by extensive fees. Moving to a browser is not a good idea. Let's keep it the same way, or at least make it so that the same way is at least an option.

(This is very likely not true.)
At the beginning we paid for time, speed was low, and prices high.
As speed increased there was tendency to pay per bytes.
In the end prices were down and companies were compensated by ever
increasing number of users.
