No, it's not an urban legend, it's true. 
I live in Jakarta, Indonesia and at home I use a dial up connection for
internet, pay the phone connection to the phone company and the internet
conenction to the ISP.

(This is very likely not true.)

At the beginning we paid for time,  speed was low, and prices high.
As speed increased there was tendency to pay per bytes.
In the end prices were down and companies were compensated by ever
increasing number of users.
