I think this is an excellent idea; one that may turn out to be mandatory because of the 
ISP industry changes you identified.  The advantages seem to be numerous.  First, by 
having a forum (and using some modern forum software), you may be able to accomodate the 
posting of photographs, and the searching of the archive from a the same interface used 
for reading and posting messages.

Also, sometimes many of us are at locations where we do not have ready access to email, 
but might have access to a web browser.  A forum would allow us to read and post to the 
list without being tied to our email client.

I really can't think of a down side to this...
