If you make the bolt position and angles right, the bolt can be rigidly
attached to whatever you are bolting it to.
For wood tailgates, there are inserts for the bolts available at any
hardware store.  They look like an inside threaded tube with a washer on one
end and several tangs to hold the tube from turning.  They go on the side of
the panel so that the bolt always tries to pull the insert into the wood.
For metal, just drill and tap (using a proper drill size for the tap!) the
hole as needed.
With metal, you want a lot more precision of work than with woodworking so
take care to measure correctly and also use the tricks to get the holes
square and aligned to the other piece.
