Driving encoders this way is done, but by very hard rubber which
is precision ground for concentricity and is then lightly spring
loaded to a precision ground plain metal driving radius. With a
knurled surface and anything but the hardest of rubber and
controlled pressure, I think you will get very large
non-linearity.

Any reason the encoder cannot be separate from
the load bearing rollers?
