Which component(s) of quality?
There are some.
Can you or Steve be more specific.

As engineers know more about everything including technology,
and process control ,
 they can often safely relax production requirements for quality to be only
as good as required for particular product.
In this way we are less  wasting limited resources of our habitat
and sometimes consumer prices are reduced as well.

I thought that "tempered"  in connection with glass has
another meaning.
