You can make up a cheap table saw type setup (use an old table saw top and
put the blade up through the hole on a shaft with some bearings and so
forth) and do the cutting by the making of a round piece of tabletop on a
table saw is one way.
Then there is the cutting of the glass to a basic round edge by some method
and using the blade to smooth that surface, spinning it again on a shaft so
that it bears the side of the blade against the edge for minimal cupping of
the edge.
Finally, once you get the blade spinning, you can then use the blade to do
pregeneration of the surface by moving the blade back and forth on the end
of a long rod (of the ROC length) and cutting the excess glass from the
surface.
Remember at all times to insure that the blade has plenty of water to remove
the glass dust as that stuff will cause silicosis if you do a lot of it and
will make your lungs hurt for a bit if you do it for a short while.
