You might consider whether or not your test rig is properly supporting your 
mirror.  I once experienced similar discrepencies between star and Foucault 
tests due to mirror slumping, and chased my tail around in circles for a 
long time!

Of course motion control and video are not required!  You could try reading 
your mirror while it is in its cell, in the rocker box, with your tester on 
a table, ledge, or staircase looking down as much as possible.
