ATM Thousands of Tiny Scratches

I have a 6" f/8 mirror with hundreds (if not thousands) of tiny scratches on
it, each anywhere from 1/16" to 3/16" and in random directions.  They were
invisible (to me) on the mirror before coating but quite obvious after
coating.  Other than the scratches, the figure appears quite good through
the foucout tester and a ronchi screen while on a star.

Questions:

(1) what the heck did I do wrong in grinding or figuring?

(2) what are the chances that I can polish out the scratches rather than
going back to grinding?
