The hole is left open so you may peer unhindered through the
collimator. The hole is at the center of the "crosshairs". The use of foil
makes for better visibility of the 'crosshairs' by virtue of its refectivity.
The 'crosshairs' help to center everything by highlighting the quadrants of
the 'circles' as seen through the collimator as well as a general visual aid.
It's easier to see than to explain; this collimator is so simple that
it might be worth making one just to see for yourself. It really works well.
