Frank,

If the tool is straight, means if it has the same edge thickness over
the entire rim and is otherwise fairly even, then I would limit myself
to filling in the gaps with epoxy BEFORE gluying the tiles. Try to get
the top even before putting the tiles.
Where I live dental plaster is quite expensive and for such a big tool
it seems a waste to throw it out.

Having to smooth the back is quite normal. I do it normally on all my
tools.
