something about "Black Velvet" Paint:
It was formerly produced by 3M and is now produced by Mankiewicz 
Gebr. Co., Georg-Wilhelm-Str. 189, D-21107 Hamburg, Tel.: 040-751030. 
Sorry, I only know the german manufacturer. The proper name is Nextel 
Velvet Coating 811-21, 9218 schwarz (=black), stumpfmatt.
It has an average absorption coefficient of a=0.97 in VIS and NIR. 
The price is about 100DM (!!!) per liter and 1 liter is enough for 7 
m^2 . It's in a can, you can use for brushing and spraying.

A cheaper solution could be:
Solarlack (engl.: Solarpaint), Transfer Electric GmbH+ Co KG, 
Postfach 1327, D-49442 Lemfoerde, Tel. 05443/1808, Fax.: 05443/2715.
Absorption coefficient=0.94, price: 27,75DM per kg, 1 kg is enough 
for 6 m^2.

I only know german manufacturers of black paint. I don't know, if 
they deliver to USA.
