Epoxy generally doesn't make a very good substratum for most
paints; again, most marine supply stores will sell an appropriate primer.
If you don't want to prime, I'd suggest at least roughing up the epoxy with
a medium-fine grit sandpaper.
And I suppose at this point I should introduce myself; I'm a former
marine supply and hardware store clerk, who's on the list in order to fully
and thoroughly educate himself about optics before buying a scope, which I
plan to do sometime in the next couple of years, after I finish paying off
my student loans.
