The short answer is no it will not work. They control
voltage and you need something that can change the
frequency. They don't sell those in hardware stores
and are generally expensive.  You are unlikely to find
anything that you can modify with you current
knowledge.  It may be a difficult task for you.  Radio
Shack sells books about basic electronics.  There are
probably just as good web sites also.  

However this quest is much like saying OK now I know
how a neuron works.  How do I cure depression.

But if you want to learn some of the basics learn
about these:

1. Transformers
2. Transistors
3. Capacitors
4. Oscillators
5. DC and AC voltages
6. Synchronous motors

Those are the basic components of a DC to AC converter
which can control a synchronous motor for your
application.

Another way is to use a stepper motor and about as an
elaborate controller and similar knowledge.
