If it is that much inhomogeneous it will not hold its figure in standard 
cell
or flexed. (I think !)
In standard cell  at each temperature such  mirror will have different 
figure.
This happens temporarily to every mirror, except Zerodur ,
when temperature of the mirror is not uniform, but eventually comes to
the same one when temperature becomes uniform. With inhomogeneous
or stressed glass this will not happen. At different temperatures
figure will be permanently different even if temperature of the
mirror will be uniform.
If BVC is OK for standard cell it should be OK for  flexing.
