This is my experience as well. I wonder, have you ever used velvet
or velcro, etc? I tried artificial lawn, painted with this paint.
Really worked! I suspect it was due partly to lots of surface area.
Of course, the plastic dries up and becomes brittle, which contributes
huge amounts of dust and particles that have to be cleaned, but I
was pleased with the baffling performance. I have also tried mixing
particles into black paint to keep the surface rough.

The blackest, most non-reflectice material I have worked with is coal
rubbed onto a rough cardboard surface. It is a real mess to work with,
so I do not think this will ever be popular.
