Water was only a question, from the start. Appropriate material
would also have other properties, such as high density
for efficient displacement. Water is so cheap, that it makes
an excellent test platform and is surely what woul have been
tested historically. The freezing of water can be offset simply
by addition of salt, which would also increase the density.

BTW, I have not particular opposition to hydraulic and pneumatic
systems. My question was partly for historical reference, but I
am also not sure how much success has been possible.
