Pre-stressing with a threaded rod is a well-known way of increasing a tube's
rigidity--at least until the stress increases to a point where the tube
walls collapse due to buckling--since it change the moment of inertia. In
this particular case, bracing the three tubes on top would be more
beneficial. On the balance issue, perhaps one could use several strands of
low-stretch archery string under tension inside the tube in lieu of the
threaded rod.
