Mechanical or electrical?  Here is a mechanical one, based on, I
believe, the definition of tangent.  It could be implemented by a
slider on the line x=1, pivot at (0,0).  I don't know an electrical
one. This one gets pretty cumbersome for theta much beyond pi/4
(Fixed width font required):
