Small can be harder to work than larger.  6 inch minimum if hand 
grinding, unless you have very small hands.  Depends on what you want 
to end up with though.  If you want a larger scope than 4 inches, don't 
start at 4 inches because of the price of the blanks.  If you are hand 
grinding, then labor does indeed factor into the equation.
