It's in Japanese and someplace on the page is a link to a more detailed page but I can't find it.
 
Basically it'a a 45 degree erecting prism and eyepiece with a 1inch dia objective lens in front of the prism.  What makes it doubly versatile is that the bracket that swings down to protect the objective when not in use also swings up to provide a reflex site with the tip of the eyepiece.
