The ball milled red rouge is not particularly messy and I believe is used by the mirror lab to finish all optics.  Really nice stuff and worth the effort to try it out (IMHO).  Washes off with soap and water except from clothes...

I also have some Futura-Z, 1um pure CeO.  It does a nice job and is slow acting.  If I get the time I hope to polish an mirror with each and have it scanned with an AFM to see what they look like.  With my not so calibrated eye, the rouge finish is the best of the three.

There are also some refined cerium products out there that work 
slowly, leave a smooth finish, and are much less messy than either 
black or red rouge.
