Looks to me like its a tiny, multipoint vortex ring generator. (aka smoke ring
machine, minus the smoke).  In their application, it appears they have probably
tuned their "speaker box and ports" to resonate at the desired frequency.

Interesting that this actually improves the performance of standard heat sinks
vs cooling with a fan.  It would also be interesting to see if this could be
implemented to more rapidly cool optics.
