It would rather depend on what sort of NEO you are going after. For the moon, small to moderate aperture optimized to minimize glare and maximize resolution. The inner planets would be similar with a bit more aperture called for. For low Earth orbit satellites, the mounting and accurately aiming and tracking it is the big challenge. Earth crossing asteroids open up some different design goals and possibilities, most involving computers. For incoming warheads, a gamma ray telescope works well, if briefly.
