Probably the easiest way to buy a copy of Texerau is through the publisher,
Willman-Bell. This is a very reputable company specializing in astronomical
books. They have been in business for thirty years or so, and I have never
heard a word against them. You can order directly from their web site

The order page has everything you need, including a complete list of titles, so
you don't really need to look at the rest of the web site if you already know

They ship to a long list of countries. (such a long list that there were at
least two I had never heard of before)
It is possible that you will pay less in shipping and duties if you can buy from
a local source. Are you near a city with a book dealer?
I did a trial of ordering a copy of Texerau from Willman-Bell to be shipped to
Bhutan (about the most remote from the US that I could think of.) The price of
the book is $24.95 US plus a $2.00 "handling fee". (I don't know why US
companies commonly list a handling fee separately from the price, but it is
common.) The cheapest shipping price is $10.70 US and there is a registration
fee of $7.25 US. (This registration fee probably is the postal fee for special
tracking in case the package gets lost. Inside the US, it is not often needed
since the postal service is pretty efficient, but in some parts of the world, it
may be a good idea. It may also have something to do with customs duties.) The
total is $44.90 US. They list an indemnity of $40.45 US. I am not sure what
this means, but it evidently is not a charge. It is not included in the total.
