The Texerau book is definitely still under copyright protection and will be for
a long time. In most countries, it is illegal to distribute any copy of a
copyrighted work without permission from the copyright holder. (There is an
international treaty establishing uniform copyright law and the large majority
of nations are parties to the treaty.) There are certain exceptions granted
under what is known in U.S. copyright law as the "Fair Use" doctrine, however
copying all or a large portion of a work as you suggest is not one of the
exceptions. Copyright law prohibits electronic copying as well as paper

The book is still in print, and can be ordered from a number of book dealers in
the U.S. and probably in most English speaking countries. I am certain that the
larger internet book dealers can get it.
Although some portions of Texerau may now be considered out of date by many
ATM's, it is still a good book, well written and mostly solid in theory and
practice. It is worth the purchase price.

There was an earlier English edition, also still under copyright, published by
Interscience Publishers, New York. (Possibly known at the time as Wiley -
Interscience, or John Wiley). There were also two French editions titled "La
construction du telescope d'amateur." The French editions are copyrighted by
Societe Astronomique de France, Paris. This may also be the publisher, I am not
sure.
