A spring loaded button on the counterweight with a pull on the farside of
the rod can do the job very nicely.  A small piece of wood will also be a
nice friction surface better than a rough cut metal piece.  A piece of
rubber in a slot or canvas glued in will also work  A wood rod will also
improve friction to the point where the problem can be very smooth
operating.
Push the button down a bit, move the weight to a new place and release the
button and the weight stays!
