The balance point does not nessesarily need to be along the tube axis. I
suppose, that you have attached a Telrad / finder or that your focuser has a
certain inclination above horizontal. So your balance point is shifted away
from the tube axis (= optical axis). You will want to add a counterweight at
the bottom side of the tube, or to remount the altitude bearings away from
the axis towards the top side.
