The CENTER OVER CENTER (COC) stroke is over the center (approximately) of
the mirror and the tool.  Exactly over the center isn't a total requirement
as you quickly get into all kinds of idiots that try to spec out what is and
isn't a COC stroke to very fine tolerances.  Something like 1/4" is quite
close enough for a 8" mirror as far as I am concerned.
