I don't know what the problem is.  I have a 12.5" perforated flat and it's
aluminized and I've had no problems getting fringes with any of the other
smaller flats that I have.  I had it in a flat tester that another guy has
(I need to build one myself one of these days!) and had 6 smaller flats on
it and was getting good fringes on all of them with no problems.  You do
need to get rid of the extraneous light in order to see the fringes well.
I also report that the lines on most of the flats were nice and straight
which was nice, even after moving them about on the large flat.
