I earn my paycheck in the US Air Force as an intelligence officer. (Please,
no more jokes about military intelligence!) ;-)
It's common for my unit to write "requests for intelligence" (RFI) to higher
headquarters or national level agencies with larger libraries, databases,
imagery banks, etc.
One of the most important parts of the RFI is to prove that you've been
unable to find the info you need...even though you've put out some effort to
do so. You summarize what sources you've already researched, what you've
learned so far, and what you still need.
I try to do the same when I post my ATM RFI's on this list.
