I have only polished out a 12" mirror, so here is my 2 cents worth

I would use the full size lap as long as possible if you are able to
push it as I have found it gives a smoother figure(for me anyway) than a
smaller lap. Second I would defininitly use TOT this will concentrate on
the edges better and reduce your TDE. Thirdly I would recommend using
cerium the whole way through. Rouge tends to be very messy although it
is supposed to give a smoother surface!
