ATM Optimizing Dobsonian: Source for Quality Secondary Mirrors

In the future I'll be considering the quality of my secondary mirror. Can I 
judge my current diagnonal's quality with a Foucault test. If not, what is 
a recommended alternative method of testing.

Any thoughts about the minimum quality of the secondary in terms of what 
types of coatings for maximum reflectance? I've seen enhanced coatings 
mentioned before and wonder about their real world applicability.

What quality diagonal should one consider for a diagonal? I assume that 
1/10 wave would be a minimum standard.

Any good sources for a 2.61 inch (minor axis) diagonal with at least 1/10 
wave performance?
