Generally, flexable heating elements are avalible from some of the many surplus
houses which advertise in the back of magazines like "NOW Electronics" and 
"Popular Electronics".  I think I saw some in my Electonics Goldmine catalog
a while back.  As for the circuit,  a 555 timer and a drive transistor aught
to do.  If you need details write me off line and I send you the pin outs.
I'm no good with ASCII art.
